The verify-before-activation duty is live

In force
The duty falls on you, per seller, per market

An obligation that never stops, and a bill if you miss it

01Obtain

Each seller's registration number and self-certification, before activation.

02Assess

Check it is complete and reliable. A stored number is not a checked number.

Never stops
03Re-assess

Registrations get revoked or expire after you list. The duty does not stop.

The whole EU and EEA map, and how fresh each source is

Every jurisdiction, its registers, its waste streams, and when we last captured each connected source. Read it as cards, as a table, or on the map. Every state, count and date is read from the register workers, never written by hand.

Every country and waste stream, in five honest states

The map above shows what the live search answers today. This grid is the whole EU-27 audit: for each country and stream it says whether we have extracted the register, partly extracted it, could connect it but have not yet, the obligation is active with no public roster to extract, or the country has not implemented it yet. A dot marks the cells the live product searches now. No public roster does not mean no obligation.

  • Extracted · 61A validated parser holds the register’s producer payload.
  • Partial · 11Only a substream or scope overlap of the register is extracted.
  • Not connected yet · 15A public register exists, but no connector is built yet.
  • No public roster · 25The EPR obligation is active, but no public producer roster exists to extract (verify via seller evidence / PRO route). No public roster is not no obligation.
  • Not implemented · 23The country has not yet designated a live register for this waste stream.
A dot marks a cell the live product search queries today (27 of 135). Every state is dated to the 2026-07-18 audit snapshot; a cell can be extracted in the audit yet not wired into the live search yet.

The duty

What PPWR Article 45 puts on you

  • From 12 August 2026Every seller you list must hold a valid producer registration in each country and waste stream they sell into.
  • Due diligence, before activationYou must obtain and assess each seller's registration and self-certification before you activate them, per country and stream, and be able to show you did.
  • Kept up, not one-offA registration valid today can lapse tomorrow. You must demonstrate you keep checking, on a record a regulator can inspect.
  • Or you carry the liabilityNon-compliance reaches EUR 200,000 per case plus sales bans in Germany, and delisting or pay-on-behalf enrolment in France.
The service

What EPR Clear does about it

  • Check every connected registerLiveOne search resolves a seller across every EU register and waste stream we connect, and returns a verdict for each.
  • Watch every seller, every dayLiveWe re-capture the connected registers daily, so a registration that lapses, changes holder or disappears shows up in your next check.
  • Keep the evidenceLiveEvery check is written to a timestamped, immutable log: the best-efforts record Article 45 expects you to hold, ready as an audit pack.
  • Fits how you sellOn the roadmapUpload a seller CSV today. Portfolio monitoring alerts, a verification API and marketplace integrations are next on the roadmap.
How it works

From seller list to audit pack in four steps

1 · Send your sellers

Upload a CSV or call the API: company identity, the countries they sell into, and their product categories. That is all we need.

2 · We resolve the obligations

EPR Clear maps each seller to the waste streams and member states that apply, and to the national registers that hold the answer: packaging, WEEE, batteries, and the streams still landing.

3 · We verify at the source

Each number is format-validated, checked against the national register, and matched to the declared holder. You get a verdict per register and per stream, with the evidence basis shown in full.

4 · We keep watching, and keep the receipts

Continuous monitoring flags revocations and lapses. Every check is written to a timestamped, immutable evidence log, exportable as the audit pack your regulator, or your lawyer, will ask for.

Why EPR Clear

We verify. We never sell registrations.

Because we never sell registrations, there is no commercial pressure on the verdict. Think VIES, the EU's free VAT-number check that coexists with paid bulk validation: a free public lookup for anyone, and paid verification at portfolio scale, with monitoring and evidence, for the businesses that need to prove they checked.

Verification evidence under best-efforts standard; registers remain the authoritative sources.

Registration brokers register you. We verify.

Lizenzero, ecosistant, Deutsche Recycling, Landbell and take-e-way exist to get sellers registered and licensed. They serve the seller. We sit on the other side of the table and verify registrations for the platforms that carry the duty.

Tax-tech stops at VAT and OSS.

VAT-compliance platforms are VAT-first and likewise seller-side; as of mid-2026 none of them offers a register-verification API. EPR registration is a different question, against different registers.

Marketplaces' in-house tools are in-house.

Amazon's EPR Compliance Portal does verify sellers, but it is tooling you cannot buy. EPR Clear is that capability, available to every other platform and fulfilment provider.

FAQ

Questions compliance leads ask first

When does the PPWR apply?
It entered into force on 11 February 2025 and applies generally from 12 August 2026. Later waves follow: harmonised labelling around 2028, deposit-return systems by 2029, recyclability and recycled-content rules from 2030.
What exactly must a marketplace check under the PPWR?
Before allowing a producer to use its services: the producer's registration in the producer register of the consumer's member state, the registration number or numbers, and a self-certification of EPR compliance. The platform must then make best efforts to assess whether that information is complete and reliable (Article 45(4)-(6)).
Is one EPR number valid across the EU?
No. Registration is per member state and per waste stream. Germany alone runs LUCID (packaging), stiftung ear (WEEE and batteries) and DIVID (single-use plastics), and France issues one IDU per filiere.
What does best efforts mean for a platform?
The wording mirrors the DSA's trader-traceability duties: assess whether the seller's information is complete and reliable before activation. In practice that means checking the official national registers and keeping evidence of what they showed, when.
Can anyone check whether a company is registered?
In several member states, yes: Germany's LUCID register (updated daily) and stiftung ear register, France's SYDEREP search and daily open-data IDU list, Poland's BDO search, Estonia's PROTO list. PPWR Article 44(13) makes public, free, machine-readable registers the EU-wide norm.
What are the fines for missing EPR registration?
Verified ceilings include: Germany up to EUR 200,000 per case plus sales bans; Poland PLN 5,000 to 1,000,000; Spain EUR 2,001 to 100,000 for register failures; Ireland up to EUR 15,000,000 and/or 10 years' imprisonment on indictment.

The verify-before-activation duty has a date

Marketplaces that wait for enforcement letters will be verifying under pressure, seller by seller, with no evidence trail behind them. Send us your seller CSV today and get your readiness report within 24 hours: what share of your catalogue is verifiably registered, where the gaps are, and what it takes to close them before the deadline.
